Elevation of a building in a flood plain. Prohibits the construction of a building in a flood plain unless the elevation of the lowest floor of the building will be at least one foot above the regulatory flood level. Provides that a rule of the natural resources commission (commission) may not require the elevation of the lowest floor of a building constructed in a flood plain to be greater than one foot above the regulatory flood level. Prohibits the director of the department of natural resources from enforcing, and requires the commission to repeal or amend, a rule of the Elevation of a building in a flood plain.
