Construction and construction permits. Amends the law requiring the state department of health to approve or disapprove a construction permit application not later than 30 days after receiving the application to specify that the law applies to applications for permits for the construction of nonresidential onsite sewage systems. Provides that the law concerning local government public works projects does not apply to an extension or installation of utility services if: (1) less than 50% of the project is paid for out of a public fund or special assessment; or (2) a utility acquires 100% of existing infrastructure. Provides that the Construction and construction permits.
