Specialty constructed vehicles. Provides that a vehicle: (1) built to resemble and be a reproduction of another vehicle that was manufactured at least 25 years ago; and (2) assembled using all new or used parts; must be titled as a "specialty constructed vehicle". Urges the legislative council to assign to the appropriate study committee the task of conducting a study that compares Indiana's titling process for home built, "kit", replica, or specialty constructed cars with the titling process used by other states to title such vehicles.
