Limits on annexation ordinances. Limits a municipality to adoption of one annexation ordinance per calendar year. Provides that an annexation ordinance is void if, for the assessment date in the calendar year preceding the calendar year in which the annexation ordinance is adopted, the total gross assessed value of property within the annexation territory is more than 15% of the total gross assessed value of the annexing municipality.
