Assisted living services. Modifies home and community based services eligibility requirements to allow the individual to be either: (1) unable to perform three activities of daily living; or (2) at risk of being placed in an institution if the individual has been determined to be eligible for certain specified services. (Current law requires that the individual must be unable to perform three activities of daily living.) Requires the office of Medicaid policy and planning to reimburse under Medicaid for assisted living services provided by residential care facilities and other housing with services establishments under a program administered by the office. Requires the office to adopt rules establishing a rate setting methodology for assisted living services. Sets forth requirements and limitations concerning: (1) reimbursement; and (2) assisted living services provided in a home and community based services setting. Requires the office to adopt emergency rules before December 31, 2018, concerning the provision of specialized and secure settings for certain individuals under a home and community based services program.
