Allows counties and certain municipalities in counties not having a main or regional campus of a state educational institution to establish local higher education centers, with a limit of one center per county. Provides a governing board of trustees and sets forth its powers and duties, including a requirement to contract with a state educational institution to manage the center. Requires a center to offer core courses leading to an associate degree and courses that meet community needs, including noncredit and graduate level courses. Requires a center to establish relationships with institutions other than the managing entity, invite all Indiana higher learning institutions to offer courses, ensure the transfer of credits earned at a center, and connect to Access Indiana. Establishes the local higher education center capital fund to make matching grants to centers for purchase of land and improvements. Provides that the general assembly may appropriate money to the capital fund and to the budget agency for planning and operating expenses of centers. Requires the approval of the budget agency, with the advice of the commission for higher education, of all expenditures of state funds for centers.
