Three-fourths majority voting. Provides that with respect to an action under the law governing local government that requires a three-fourths vote, the number of votes necessary to satisfy the requirement is the rounded to the nearest whole number. Provides that an additional appropriation must be passed by at least a majority vote of all elected members of the county fiscal body unless the county fiscal body adopts an ordinance that requires approval by a certain number of members greater than a majority of all elected members of the county fiscal body. Changes from August 20 to September 20 the date by which employee compensation must be fixed by a third class city. Provides that a three-fourths vote of the legislative body is required to adopt an ordinance to nullify a change to a zone map if, not later than 180 days after adoption of the proposal to change the zone map, the legislative body finds that the proposal to change the zone map was adopted as a result of a person's intentional misrepresentation of material facts.
