Academic programs in state institutions. Requires educational programs in department of correction facilities, the Indiana Soldiers' and Sailors' Children's Home, state development centers, state mental health institutions, the Indiana School for the Deaf, and the Indiana School for the Blind to be: (1) consistent with the state's academic standards; (2) offered in a manner that allows a student who successfully completes the state's requirements for high school graduation to receive a diploma; and (3) provided by licensed teachers. Provides for contracting with a public or private entity to provide educational services under an academic and vocational education program. Requires the commission for higher education to ensure that a state educational institution that provides academic or vocational education programs to students in kindergarten through grade 12 provides the program consistent with the state's academic standards.
