Presentment and recall of enrolled bills. Requires all bills and joint resolutions that pass the general assembly to be signed by the presiding officers and presented to the governor not later than seven days after sine die adjournment. Prohibits the recall of a bill that has been presented to the governor unless the recall is agreed to by a constitutional majority of the senate and the house of representatives.
