Adult offender compact. Adopts the interstate compact for adult offender supervision, which creates a national interstate commission for adult offender supervision made up of the compact administrators from states that join the interstate compact. Delegates to the interstate commission the authority to adopt rules concerning the transfer of probationers and parolees between states, and permits the interstate commission to impose fines or seek injunctive relief against a county or the state if the county or state does not comply with the compact. Establishes Indiana's state council for interstate adult offender supervision. Specifies that the older compact applies to states that have not adopted the new compact, but provides that the administrator of the new compact also administers the old compact. Requires offenders to pay a $50 application fee to apply for transfer out of state. Provides that a parolee's application fee is paid to the department of correction and that a probationer's fee is split between the department of correction and the supervising county. Annually appropriates $40,000 to the Indiana judicial center to pay the costs of administering the interstate compact.
