Train whistles. Requires the department of transportation (INDOT) to complete the safety study of a railroad crossing subject to a proposed train whistle ban not later than 120 days after INDOT receives notice of the passage of a train whistle ban ordinance from a city, town, or county. Allows INDOT to create pilot railroad crossing safety projects to improve railroad crossing safety. Specifies that the determination of whether an emergency exists is made by the engineer or other person operating the engine under a provision allowing the sounding of an engine's whistle contrary to local ordinance in the case of an emergency.
