Tethering of animals. Makes it a Class C infraction to tether a dog from a fixed point for more than eight of 24 hours in a location where the dog has no access to shelter or water, or where there is a danger that the dog may become entangled, with certain exceptions. Provides that a tether may not weigh more than one-eighth of the dog's weight, may not permit the dog to leave the person's property, and must be attached to a collar or harness.
