DIGEST OF INTRODUCED BILL
State spending cap. Imposes general expenditure controls on the state. Provides procedures for the implementation of the spending controls. Permits the general assembly to appropriate and the state to expend an amount exceeding the general expenditure limit if at least two-thirds of the members of the senate and two-thirds of the members of the house of representatives adopt a resolution declaring the general assembly's intent to authorize the additional expenditure. Repeals the business cycle state spending controls.
