Child advocate and committee. Establishes the office of the child advocate (office) as a separate bureau within the department of administration. Requires the department of administration to administer, determine salaries, and determine other personnel matters of the office. Provides that the office may review certain records. Adds a representative of the office to local child fatality review teams and the statewide child fatality review committee. Authorizes a juvenile court to refer a case to the office to investigate the implementation of a child in need of services dispositional decree. Provides immunity from civil liability to: (1) persons who release information to the office; and (2) the office for the good faith performance of official duties. Creates a committee to nominate the director of the office and to review the office's actions.
