Minority teacher scholarships. Allows an individual to qualify for an initial minority teacher scholarship if the individual meets certain criteria, including acceptance into an eligible institution as a full-time student. Makes an appropriation from the state general fund to the state student assistance commission for operating expenses for minority teacher scholarships for state fiscal years 2010 and 2011.
