DIGEST OF INTRODUCED BILL


Failure to sign vehicle registration. Requires a law enforcement officer who demands to see the certificate of registration for a motor vehicle to permit the person to whom the motor vehicle is registered to sign the certificate of registration if the certificate is unsigned and the person is present in the motor vehicle. Requires a law enforcement officer to provide written notice to the person to whom a vehicle is registered but who is not present in the vehicle that the person is required to provide proof that the person has signed the certificate. Provides that a person who: (1) refuses to sign; or (2) after receiving notice, fails to provide proof of signing; a certificate of registration commits a Class C infraction. Provides that a motor vehicle for which the certificate of registration is not signed and that is operated by a person other than the owner is not subject to impoundment.
