Beginning teacher residency and master's degree. Requires a state educational institution that has a teacher preparation program to establish a beginning teacher residency and master's degree program (program). Provides that a private teacher preparation program may establish a program. Provides that a program must allow the holder of an initial practitioner's license (beginning teacher) to earn a master's degree at the end of the beginning teacher's second year of teaching through a combination of summer, evening, and weekend classes and credit given for teaching under the guidance of a mentor teacher. Provides that a part of the beginning teacher's salary
