Transmission of overseas and other ballots. Requires each circuit court clerk to certify either of the following on the forty-third day before a primary, general, or special election: (1) The county election board has sent an absentee ballot to each absent uniformed services voter, overseas voter, and address confidentiality program participant who has applied for an absentee ballot not later than 45 days before the election.
