Elevation of a building in a flood plain. Prohibits the construction of a building in a flood plain unless the elevation of the lowest floor of the building will be at least one foot above the regulatory flood level. Provides that a rule of the natural resources commission (commission) may not require the elevation of the lowest floor of a building constructed in a flood plain to be greater than one foot above the regulatory flood level.
