Demand side management programs. Provides that after June 30, 2017, an industrial customer of an electricity supplier may not opt out of participating in an energy efficiency program established by the electricity supplier. Provides that an industrial customer that, before July 1, 2017, opts out of participating in an electricity supplier's energy efficiency program shall, not later than December 31, 2017, subsequently participate in the same or a different energy efficiency program. Provides that after December 31, 2017, energy efficiency targets or goals that are approved or mandated by the utility regulatory commission (IURC) in a demand side management order Demand side management programs. Provides that after June 30, 2017, an industrial customer of an electricity supplier may not opt out of participating in an energy efficiency program established by the electricity supplier. Provides that an industrial customer that, before July 1, 2017, opts out of participating in an electricity supplier's energy efficiency program shall, not later than December 31, 2017, subsequently participate in the same or a different energy efficiency program. Provides that after December 31, 2017, energy efficiency targets or goals that are approved or mandated by the utility regulatory commission (IURC) in a demand side management order (DSM order) may not be calculated to exclude any load from an industrial customer that, before July 1, 2017, opts out of an electricity supplier's energy efficiency program. Provides that beginning January 1, 2018, the IURC shall enforce a new DSM order that is issued by the IURC before January 1, 2018, and that establishes or approves: (1) energy efficiency targets or goals for electricity suppliers; or (2) an energy efficiency program sponsored by an electricity supplier, including an energy efficiency program that is part of a plan required to be submitted by certain electricity suppliers every three years; for all customer classes. ...
