Ballot access by petition. Increases from at least 4,500 voters (500 from each congressional district) to at least 9,000 voters (1,000 from each congressional district) the number of voters required to sign a petition of nomination of a candidate of a major political party for President of the United States, United States Senator, or governor. Changes the number of voters required to sign a petition of nomination of a candidate of a minor political party or an independent candidate for President of the United States, United States Senator, or governor from at least the number of voters equal to 2% Ballot access by petition.
