Certification of law enforcement officers. Defines "merit board" and requires a merit board to notify the Indiana law enforcement training board (ILETB) if the merit board has determined that a law enforcement officer has used excessive force against a person. Requires the ILETB to conduct a decertification hearing within 30 days of receiving notice from a merit board, and requires the ILETB to decertify a law enforcement officer if the ILETB finds by a preponderance of the evidence that: (1) the law enforcement officer used excessive force against a person; and (2) the use of excessive force violated the person's
