Discriminatory profiling and pretextual stops. Honors the memory of Byron Ratcliffe Sr. by doing the following: (1) Prohibits discriminatory profiling and pretextual stops (discriminatory profiling and stops) by law enforcement based on perceived age, gender, race, or ethnicity. (2) Requires law enforcement agencies to: (A) adopt policies regarding discriminatory profiling and stops; (B) submit discriminatory profiling and stops data to the attorney general for inclusion in an annual report to the legislative council; and (C) establish standards for the use of vehicle and body cameras.
