Absentee ballots and vote fraud. Provides that the Lake County circuit court clerk, rather than the director of the board of elections and registration performs all the duties of the circuit court clerk relating to absentee ballots. Provides that if a person is convicted of a vote fraud crime, the sentencing court must order the termination of the person's public employment if the person is a public employee and must prohibit the person's public employment for five years.
