Death penalty and life imprisonment without parole. Provides that a person who commits murder may receive the death penalty or life imprisonment without parole if a protective order was in effect for the benefit of the murder victim and against the person who committed the murder at the time the murder was committed. Allows the state to present evidence of a defendant's history of delinquency or criminality during the penalty phase of the defendant's murder trial.
