Annexation. Reduces the number of landowners required to prevent or appeal an annexation by a municipality located in a county contiguous to Marion County. Provides that if: (1) landowners of a territory petition a municipality to annex the territory; and (2) at least 50% of the territory's boundary (not including any boundary contiguous to a county boundary) is contiguous to the municipality; the landowners are not required to prove that municipal services are unavailable to the territory in order for the court to order annexation.
