Driver's certificates. Requires the bureau of motor vehicles (bureau) to issue a driver's certificate to an individual who: (1) is otherwise qualified to drive a motor vehicle; but (2) cannot provide proof of residency status in the United States. Establishes procedures for issuance of the driver's certificate. Requires certain law enforcement officials to report to the U.S. Citizenship and Immigration Services of the arrest of an individual holding a driver's certificate. Makes conforming amendments. Makes technical corrections.
