Educational scholarship programs. Establishes: (1) a scholarship tax credit for charitable contributions made to an organization that grants scholarships to pay the tuition and fees that a student would otherwise be obligated to pay to attend a public or private school; and (2) a school readiness scholarship program to pay the tuition and costs that a child determined to be at risk by the division of family resources would otherwise be obligated to pay to enroll in a preschool operated by a public or nonpublic school. Designates up to $35,000,000 of federal money available from the federal Temporary Assistance for Needy Families program (TANF) to be used for school readiness scholarships.
