Traffic signal outage or conflict. Makes it a Class C misdemeanor (rather than a Class C infraction under current law) if: (1) there is no indication or conflicting indications from a traffic signal at an intersection; and (2) a driver knowingly fails to stop before entering the intersection or fails to yield the right-of-way to traffic within the intersection.
