Collective bargaining for public safety employees. Allows the police officers and firefighters of a county, city, town, or township to bargain collectively with their employers through an exclusive representative. Specifies the rights and duties of public safety employees and employers in collective bargaining. Requires the education employment relations board to implement and administer the collective bargaining law. Provides for judicial review of complaints, mediation, and arbitration. Prohibits public safety lockouts and strikes.
