Health coverage options. Allows, under certain circumstances, an accident and sickness insurer or a health maintenance organization to provide a policy or contract without complying with all health benefit mandates. Authorizes health benefit purchasing cooperatives. Requires insurers and health maintenance organizations to report specified information concerning the policies and contracts to the department of insurance. Requires the department to report to the legislative council.
