Kids first license plate fund distribution. Changes the distribution of fees from the kids first trust license plate special account. Provides that the first $29,000 of fees collected each month is to be distributed to Prevent Child Abuse, Indiana, Inc., and that the balance in the account is to be distributed to the kids first trust fund.
